Jiangsu’s Action Plan for Made in China2025 Releases 17 Indicators

Jiangsu is the No. 1 province nationwide in the manufacturing industry, which represents the foundation and power of a country in this field. CPC Jiangsu Committee and Jiangsu Provincial People’s Governmentissued Jiangsu’s Action Plan for Made in China2025 (hereinafter referred to as the Action Plan), launching a campaign to build itself into a strong manufacturing province.


  What are the highlights of the Action Plan? What are the effects on Jiangsu’s development?


  Keeping pace with Made in China2025

  According to Xu Yiping, Director General of Jiangsu Economic and Information Technology Commission, the Action Plan, formulated by CPC Jiangsu Committee and Jiangsu Provincial People’s Government, attracted over 20 relevant provincial departments as well as experts and scholars to join its research process and broadly absorbed advice and suggestions. Based on the progress we have made in strengthening the province through industrial development, this programmatic document implemented President Xi Jinping’s development objectives of building a strong economy and his requirements of making the economy scale new heights.


  This April, a working conference was held to discuss Jiangsu’s endeavor in economic transformation and upgrading. To achieve this goal, we should focus on the manufacturing industry and deal with difficult problems in this respect, which is the way out to develop Jiangsu’s economy. Since 2010, the total amount of industry of scales in Jiangsu has kept leading the country, and its eight major industries have long been among the national top, with the total output value of machinery, electronics, petrochemical, light industry, textile and metallurgy exceeding RMB 1 trillion. Having said that, we still have a long way to go in developing our industrial structure towards the medium and high end.


  Keeping pace with Made in China2025, the Action Plan echoes the new round of scientific and technological development momentum, and enables Jiangsu to give full play to its role in building a strong manufacturing country. According to Director General Xu, the Action Plan, different from traditional development plans, stresses the top design and strategic layout, and pays much attention to major problems on industrial development and weak links of our manufacturing industry development towards the medium and high end. Combing the new generation of information technology and advanced manufacturing industry, we strive to make breakthroughs in smart manufacturing, focus on major industrial sectors and key technologies, and follow the latest progress worldwide to make our own strategies.


  17 indicators make efforts of building a strong manufacturing province measurable

  On the transformation of manufacturing industry, a new round of competition has begun among different countries, such as Industry 4.0 of Germany and Reindustrialization of America. Some experts and scholars agree that, Jiangsu is well conditioned to lead the country in achieving smart manufacturing.


  The Evaluation System for a Strong Manufacturing Province in the Action Plan, which includes 17 indicators in five aspects, namely innovation capacity, quality and efficiency, integration of information technology and industrialization, structural improvement and green development. And the evaluation work will be done in 2020 and 2025, which will make our efforts of building a strong manufacturing province measurable.


  Base on different functions of departments, 32 measures presented in the Action Plan identify which department leads or joins the effort. Take fostering and developing new forms of production services as an example. It includes platform economy of internet, industrial design, big data, cloud computing and so on, which will be initiated by Jiangsu Development & Reform Commission and Jiangsu Economic and Information Technology Commission, and joined by Jiangsu Provincial Department of Science and Technology, Jiangsu Provincial Department of Commerce, Financial Affairs Office of Jiangsu Provincial People’s Government and Jiangsu Communications Administration.


  To further the building of a strong manufacturing province, Jiangsu is carrying out a series of measures. Earlier this year, a strategic cooperation agreement was signed between Jiangsu Provincial Government and the Ministry of Industry and Information Technology to jointly promote smart manufacturing, the first case of its kind in this field. On June 15, the provincial government official led the delegation to visit Germany, and Jiangsu Economic and Information Technology Commission signed the Memorandum of Cooperation with IPK of Fraunhofer-Haus, the initiator of Industry 4.0 and the Letter of Intent to cooperate with the international cooperation institution of German industry in the smart manufacturing field, aiming at drawing on advanced experience and increasing the international exchanges and cooperation. To improve south Jiangsu’s leading role in economic transformation and upgrading, we will make joint efforts with Chinese Academy of Engineering to promote the initiative of Made in South Jiangsu 2025.


  We will continue to deep reform while implementing the Action Plan. Take the financial support as an example. Jiangsu Economic and Information Technology Commission and Jiangsu Provincial Department of Finance are integrating resources to establish Jiangsu Industry and Information technology investment fund with RMB 30 billion. Apart from that, in a bid to make breakthroughs in one region or section in building a strong manufacturing province, Jiangsu Economic and Information Technology Commission, based on the joint efforts with the relevant municipal departments, has initiated a pilot program of facilitating major distinctive industries.
